Constituency Profile

The Motherwell and Wishaw Constituency is governed locally by NorthLanarkshire Council, the fourth largest Scottish local authority. It covers anarea of 47,358 hectares and serves a population of 326,000 people.

Council Departments are responsible for the day to day management of theCouncil and the delivery of services to the public. The Council's seniormanagement team consists of the Chief Executive and the Director from eachDepartment. Why not visit the Council website at www.northlan.gov.uk.

Like all Members of the Scottish Parliament, Mr McConnell's primary dutyis to act in the interests of the Scottish People and their Parliament. Indoing so, he has a duty to uphold the law and to act in conformity with therules of the Parliament.

He also has a duty to be accessible to the people of Motherwell and WishawConstituency, to serve and to represent their interests conscientiously. Inrepresenting people's interests, Mr McConnell has a duty to respect individualprivacy, unless there are overwhelming reasons in the wider public interestfor disclosure to be made to a relevant authority, for example where he ismade aware of criminal activity.

Jack has a duty to take decisions solely in terms of public interest and mustnot act in order to gain financial or other material benefit for himself, hisfamily or friends.

He has a duty not to place himself under any financial or other obligation toany individual or organisation that might reasonably be thought to influencehim in the performance of his duties. He has a duty to act honestly and mustdeclare any private interests relating to his public duties and take steps toresolve any conflicts arising in a way that protects the public interest.

Mr McConnell is accountable for his decisions and actions to the Scottishpeople and has a duty to consider issues on their merits, taking account ofthe views of others. He also has a duty to be as open as possible about hisdecisions and actions.

All MSPs have a duty to promote and support these issues by leadership andexample, to maintain and strengthen the public's trust and confidence in theintegrity of the Parliament and its members in conducting public business.
