STATEMENT ON ROSE REVIEW REPORT

The Professional Association of Teachers (PAT) has commented on the Final report of the Rose Review of the Teaching of Early Reading, published today (20 March 2006).

PAT General Secretary Philip Parkin, who was an infant school teacher for 17 years and then deputy head of a junior school until December 2005, said: "I am not in favour of political prescription of the curriculum and believe that it should be determined by the consensus view of professional educators.

"Children learn in different ways and different approaches to the teaching of reading can enhance children's learning. Professionals recognise that a variety of methods is most beneficial in ensuring children's progress towards fluent reading.

"The teaching of phonics is a valuable part of the teacher's toolkit but it is only one part. Phonics should form part of a balanced approach to the teaching of reading but should only be one of the teaching methods used."
