Scope comment on the Low review

The Low Review, which has been investigating the Government's proposals to remove the mobility component of Disability Living Allowance (DLA) from people in residential care, has published its findings.

Richard Hawkes, Chief Executive of the disability charity Scope, said:

“Disabled people who live in care homes tell us that the mobility support they receive through Disability Living Allowance (DLA) is a lifeline. It gives them the opportunity to leave their home, visit friends and family or even attend doctor's appointments.

"We're pleased that the Low Review has been able to shed further light on the confusions and assumptions surrounding the funding of mobility support in care homes.

"We hope, armed with this information, the government reconsiders its proposals to remove this vital funding.

“However, we are also concerned that there are several other changes within the Welfare Reform Bill, currently being debated in the House of Lords, that could equally have a huge negative impact on the lives of thousands of disabled families.

“The time limit for contributory Employment and Support Allowance and the qualifying period and assessment for the new Personal Independence Payment are all areas that are making disabled people anxious and worried for their futures.

“These changes will have a serious impact on disabled people's ability to live independent lives and play an active role in their local community. We therefore urge the government to reconsider these proposals.”
