RICS Budget Submission to the Chancellor

RICS has written to the Rt Hon Alistair Darling MP, Chancellor of the Exchequer, outlining our recommendations for the upcoming Budget due on 22 April 2009.

Our submission, based on the understanding that there are severe limitations on additional or different spending plans and few opportunities for reducing taxation, is intended as a constructive response to the measures that have been introduced to tackle the downturn.

The submission is also a brief analysis of those longer term measures which we believe will:

contribute to stimulating recovery
achieve a sustainable and vibrant market for the future.
This is accompanied by comments from Chartered Surveyors who have practical experience of dealing with the day-to-day challenges facing the property sector.

To summarise, the RICS submission is in two parts.

We focus on measures which will allow the Government to obtain best value from a number of the property-related schemes already in place, including Homebuy Direct; the Income Support for Mortgage Support system; and the Mortgage Rescue Scheme.

We cover broader themes and opportunities for change to produce a robust and effective upturn underpinned by professional skills and a proportionate regulatory system.
