PAT STATEMENT ON OFSTED REPORT AND VETTING GUIDELINES CONSULTATION

20 June 2006

The Professional Association of Teachers (PAT) is calling for clearer guidance and increased support for schools, colleges and day care settings over vetting staff.

PAT General Secretary Philip Parkin said: “While it is encouraging that the Ofsted report found much good practice, it is concerning that there were problems in some areas such as checking supply teachers.

“We would welcome the issuing of new guidance from the DfES and we will gladly take part in the consultation on it.

“There is clearly a need for greater guidance on what checks are required, who should undertake them and what evidence inspectors need to see.

“Parents need to be satisfied that checks have been carried out. Extra checks, including verifying the qualifications and status of existing staff, may seem burdensome, but it is vital that the system is as thorough and transparent as possible.

“If extra checks are needed to safeguard children and reassure parents, then they should be undertaken. However, additional checks cannot be carried out overnight. The necessary time and resources must be provided to enable them to happen.”
