Outsize dormer in Belsize Park

A resident landed himself with a £1,000 fine and £675 costs when he ignored Camden’s planning department over the size and location of a dormer window. Daniel Joseph Waylett of 66 Belsize Park, NW3 pleaded guilty at Highbury Corner Magistrates’ Court on Thursday 20 April.

The story began in 1989 when permission was granted for a dormer window and then renewed in 1994. However, when the council checked the work in 2003 the dormer was too wide and in the wrong position. This not only contravened the original permission but was also out of keeping with the other houses in this conservation area.

When the council challenged Mr Waylett, he appealed and lost. When his time ran out to make good the work he sent in a new application that was refused by the council. He then appealed again and the independent planning inspector dismissed this second appeal. The council then had no option but to begin legal proceedings.

Anne Doherty, Assistant Director Planning said: “Most residents of the borough greatly value its special heritage and the council has the responsibility of protecting the character of the area, and applying the rules fairly and consistently. It is a pity that Mr Waylett went ahead with works, which were different from his approval, and that he prolonged the process, involving a lot of taxpayers’ time and money.”
