ASBO TO HELP PROTECT CAMDEN TOWN COMMUNITY

A man who intimidated and harassed residents of Camden Town has been given an anti-social behaviour order (ASBO) to protect the community.

Highbury Corner Magistrates Court granted an ASBO against Eugene Mulligan, 41, on Friday 27 January 2006. Camden Council and Camden Police applied for the order to protect the community and encourage him to take up offers of help to break his drug addiction.

The court heard a number of complaints about Mulligan’s behaviour in and around the Camden Town area. He was seen injecting himself and preparing to inject himself with what appeared to be heroin in a supermarket car park and children’s play area. He was found rough sleeping on private property surrounded by drug paraphernalia and begging next to cash points.

He turned down all offers of help from the council’s Street Service Team of support workers.

Under the terms of his ASBO, Mulligan is banned from parts of the London Boroughs of Camden, Westminster and Islington associated with drugs. He is not allowed to carry any controlled drug or drugs paraphernalia, other than a capped and empty needle or syringe. His ban also stops him from drinking in public places, begging and rough sleeping. He is also banned from causing harassment, alarm and distress anywhere in England and Wales.

Commenting on the case, Cllr Jake Sumner, Executive Member for Community Safety at Camden Council said: “Class A drug use on our streets and public places is something that no parent, child, worker or older person should have to witness in their day to day life. In Camden, we have a range of support services, including outreach drugs workers and a rapid access programme for the most hardcore users. We can’t force people to take up treatment but we have found that an ASBO is a good way to lever drug users into treatment. I hope this latest ASBO can provide a first step into treatment and will be good news for the community and perpetrator alike.”
