House of Lords Bill [HL]
Introduced by Lord Steel of Aikwood, the private members’ Bill includes provisions for the appointment of a statutory appointments commission.
The Bill includes provisions for the commission to make all recommendations for life peerages, and existing hereditary peers would no longer be replaced when they die. In addition, the Bill would enable peers to request a permanent leave of absence; and if they do not attend the House of Lords this would be viewed as taking permanent leave of absence. The Bill also provides for the expulsion of members of the House of Lords in specified circumstances.
The Bill was read for the first time in the Lords on December 4 2008.
Lord Steel introduced a similar Bill with the same title in the session 2007/08. The Bill received a second reading on November 30 2007, but made no further progress.A Private Members' Bill introduced by Lord Steel of Aikwood.
