Liberal Democrat manifesto chief Steve Webb has promised to deliver a "radical" draft document by the end of this week's party conference.
In a speech to party members in Brighton, Webb said he will hold meetings with every member of the frontbench team to agree their section of the manifesto.
Leader Sir Menzies Campbell is to sign off a final draft at the end of the conference on Thursday.
Webb said the party is still preparing for a snap election, "in case Gordon Brown goes to the palace next week".
"The manifesto that Ming has asked me to write for our party will be radically different from that of the other two parties," he said.
"Radical when it comes to standing up for our traditional British freedoms.
"Radical when it comes to tackling the gross inequalities that scar our nation. And radical most of all then it comes to tackling the big issue of climate change when the time for timidity is long passed."
