The man charged with reforming MPs expenses has said he is "disappointed" that the Queen's Speech contained no legislation to implement his recommendations.
In an unusual intervention, Sir Christopher Kelly last night said legislation was required to clean up the Westminster allowances system.
The chairman of the Committee on Standards in Public Life said: "The Committee believes it is very important that the new Parliament starts with a clean sheet.
"The leaders of all the main political parties have agreed that our recommendations should be implemented in full.
"It is disappointing therefore that today's Queen's Speech did not contain measures to address the changes we believe to be necessary affecting the remit, powers and independence of the new body being established to regulate expenses."
And David Cameron told BBC Radio 4's Today programme that the Queen's Speech had begun to "unravel" after Gordon Brown omitted legislation on MPs expenses following Sir Christopher Kelly's report.
Either the government is incompetent and hadn't realized that Kelly's report requires these laws to be passed," he said.
"Or they are frightened of their back benchers, or perhaps they don't think cleaning up the House of Commons was as important as they said it was."
Cameron denied that he had colluded with Kelly in calling for legislation to address MPs allowances, but acknowledged it was possible that someone from his office had spoken to Kelly during yesterday.
Downing Street denied it was "standing in the way of any of Kelly's recommendations".
"The Prime Minister has made it clear throughout that he accepts the Kelly review and has asked Ipsa, which was legislated for in the last parliamentary session, to implement it as a whole as quickly as possible.
"Everything related to sweeping away the old, discredited expenses system - and indeed the vast majority of Kelly's report - can and should be implemented without further legislation."
But the statement left room for future bills to be tabled, adding: "Any other necessary legislation arising from Kelly can and will be brought forward by the Government on a cross-party basis as required."
