Baroness Jo Valentine, chief executive of London First, which campaigns on transport issues on behalf of the capital's businesses, said:
"Boris and Transport for London (TfL) are rightly giving priority to improving the transport network, which is an investment in London's future success. We also welcome new plans for tackling congestion, though it's difficult to see how completely scrapping the Western zone helps to keep congestion down.
"Pressure must be kept on back office costs – like it is in every well run company. London's commuters are also counting on the Mayor, on TfL and on Tube Lines to make the PPP work – it remains the best way of keeping Government funding for improvements to the Underground."
