Queen's Speech will lack vision, say Lib Dems

As Gordon Brown prepares for his first Queen's Speech as prime minister, the Liberal Democrats have said the government has "run out" of ideas.

In a statement shortly after taking over at Number 10, the prime minister unveiled a raft of legislation which will be formally announced on Tuesday.

Among the 23 bills and draft bills announced in July were plans to tackle climate change, boost affordable housing, raise the school or training leaving age to 18 and introduce changes to the pensions system.

There was also a set of proposals to reform the constitution and give MPs the final say on going to war.

Lib Dem acting leader Vince Cable said it was "unlikely" that Tuesday's statement would be "full of radical ideas, bold proposals and visionary direction".

"With only one exception, last summer's draft legislative programme proposed bills with roots firmly planted in the Blair era," he said.

"The government has simply run out of policy ideas. And the prime minister has become the Old Mother Hubbard of 10 Downing Street.

"When he got there the cupboard was bare."
