Digital switchover starts next year
Next year will see the start of the national process of switchover from analogue television signal to digital, it was announced in the Queen's speech.
Starting in Whitehaven at the end of 2007, the analogue signal will be turned off and existing digital services boosted so digital TV can be reached by an aerial.
Through the Digital Switchover (disclosure of information) Bill, viewers will have access to a wider choice of free-to-view services.
However, it is recognised that some people will need help and advice effecting the switchover on their television.
A help scheme, which the BBC will help to establish and fund, will be provided for the disabled and elderly to provide equipment and practical support.
It is estimated that seven million people will be eligible for help from the scheme, which will be free for those on low incomes.
Other eligible recipients of help will be charged a modest, one-off fee.
To ensure help is provided as quickly as possible, the bill will allow the operator of the scheme access to benefits records to identify those eligible.
