Ministers' code under scrutiny
The head of the official sleaze watchdog has called on the prime minister to reconsider the way the ministerial code of conduct is enforced.
Sir Alistair Graham, chairman of the Committee on Standards in Public Life, said there should be more emphasis on ethical standards.
"The difficulties this government have faced is they've put undue emphasis in recent times on public sector reform and not sufficient emphasis on ethical standards," he told Sky News' Sunday with Adam Boulton programme.
"I believe if you follow high ethical standards you're more likely to get good quality delivery of public services."
Sir Alistair also said that the prime minister should have independent experts available to investigate claims that the ministerial code has been breached.
"That way the PM can determine on objective evidence and investigation whether a minister is to lose its office," he said, adding that the prime minister should make the final decision.
Earlier, the watchdog told the Independent on Sunday there should be a review of the code of conduct.
"Clearly, I think an immediate review of the code of conduct might be valuable to see if it needs tightening in any respect," he said.
"It is very important that ministers are seen to be subject to a rigorous ethical regime."
