Climate Change and Sustainable Energy Act 2006

Mark Lazarowicz, (Lab, Edinburgh North & Leith) has won fourth place in the ballot, introducing the Climate Change & Sustainable Energy Bill. The Bill aims to promote renewable energy sources, making it cheaper and easier for people to generate their own energy.  It will require the government to submit an annual report to parliament regarding current levels of greenhouse gas emissions and the efforts being made to reduce them. It will also introduce targets for the take up of the microgeneration of energy. 

This builds on the efforts of Michael Meacher in his Climate Change Bill from the previous session, which was dropped following the announcement of the general election. Lazarowicz is combining his efforts with those of Dr Alan Whitehead (Lab, Southampton Test) who is introducing a similarly green private members' Bill concerning energy efficiency. It is hoped that this will increase support and give both Bills a greater chance of success.

Whitehead's bill focuses on the management of energy in buildings, seeking to amend building regulations to ensure that all new buildings contain renewable and sustainable energy devices.  He also hopes to make the installation of home based energy devices easier.
