Road Safety Act 2006
To the disappointment of many road safety groups, this Bill failed to make the statute books in the rush to complete legislation prior to the general election.
The Road Safety Bill, which was reintroduced just a week after the Queen's speech, makes provision for a range of road safety matters, including drink driving, speeding as well as penalties and their enforcement.
The Bill also amends regulation relating to driver training. Furthermore, to help prevent fatigue related accidents the Bill will introduce improvements to the enforcement of EU drivers’ hours’ rules and allows for a pilot of motorway rest areas similar to French “aires”.
The publication of the Bill in November 2004 followed the government’s ten-year strategy for improving road safety entitled “Tomorrow’s Roads – Safer for Everyone” published in March 2000.
The Bill had completed its Commons stages by March 2005, but never reached its second reading in the Lords, hence its reintroduction in the new parliament.
