  • An enabling framework is needed allowing managers to mix skills and use police officers and support staff in a flexible way. For example, the ability for people to move more easily in and out of the service, an investment in accredited training, more flexible use of support staff and sensible freedoms from the current employment regulations for police. A diminishing pool for recruitment and an increased turnover at constable level requires this more invigorating and flexible approach.

  • A pension provision is required that provides flexibility allowing movement in and out of the service without the handicap of a financial penalty to individuals.

  • Proper accountability must be based on a new professional code incorporating values and ethics. This step is vital if we are to develop a more flexible approach to our workforce.

  • There is a clear need for better national workforce planning to embrace modern human resource practice together with developments in technology to enable the police service to become more sophisticated in its approach to recruitment, specialisation and the development of leadership.
